It should be to the full cold mark when engine is cold. Some fluid is red though most is clear, if it is black or dark brown have if flushed. Clean fluid protects rack and pinion valves and helps prevent power steering leaks. Only fill with the recommended type of fluid. Fluid life is usually 2-3 years 30,000 - 40,000 miles.
